From my limited experience I think it will be thrown out if you challenge it. I received a ticket in NY that had an error on it (posted speed limit not written in) and the irate judge had to dismiss it. I didn't even have to open my mouth. Others may have more experience in the matter than me tho.

the DL number and info looks correct but there is one number in the license that looks to be written as either an E or an L rather than an 8.

Challenge it, my cousin got a ticket for no seat belt and the cop wrote the wrong date, he challenged it and it got cleared

Sounds similar to a ticket I got in Melrose Park/Northlake a few years ago. I was working for Navistar at the time (Mannheim and North Ave), was about to pull into the office when I got stopped. Cop already had the ticket filled out. He asked me for my license, I gave it to him, he copied my name on the ticket (also on a clipboard) and handed it back to me. He had a stack of tickets, all pre-filled out, just waiting for a name to go on the top. I was pulled over, cited, and released all in well under 5 minutes. He stopped, wrote, and released 2 more cars in the time it took me to look over the ticket, pull into the parking lot, park, and walk through the security gate. Sounds like this cop you encountered was doing the same thing.

I'd fight it.
